I. Belgrade Business School in Belgrade, located at 27. marta no. 149, was founded in 1956 as a Junior Commercial College and registered with the Commercial Court in Belgrade, register entry no. 5-443-00.

On 29 June 1956, at Republican Council’s session, National Assembly of the People’s Republic of Serbia reached a decision to institute a Junior Commercial College in Belgrade.

The first generation of students enrolled in the academic year 1956/57.

 

Based on Article 24 paragraph 10 of the Constitutional Act of the Elements of Social and Political System and Authorities of National Assembly of the People’s Republic of Serbia, and Article 45 of the Rules of Order of Republican Council of National Assembly of the People’s Republic of Serbia,

DECISION

ON THE INSTITUTION OF JUNIOR COMMERCIAL COLLEGES
IN BELGRADE AND NIS

I.

Junior Commercial Colleges are instituted in Belgrade and Nis with a task:

  • to prepare the personnel of the two-year post-secondary school qualifications for the jobs of the business enterprises economics;
  • to cooperate with the state’s bodies, institutions, business and other organizations in the advanced training of their employees and workers;
  • to educate students as conscious citizens of a socialistic community.

II.

Junior Commercial College in Belgrade and Junior Commercial College in Nis will start working in the academic year 1956/57.

III.

This decision comes into effect on the day it is published in the “Gazette of the People’s Republic of Serbia”.

II. Ministry of Education of the Republic of Serbia by its Decree of Compliance no. 02-05-62/99-04 dated 19 July 1999, established that the conditions for commencement of work and performance of activities of Junior Business Administration College, 27. marta no. 149 are met.

By this Decree, Minister of Education gave consent to the curriculum of Junior Business Administration College in Belgrade.

Based on Article 14 of the Junior Colleges Act (“Official Gazette of the Republic of Serbia” number 50/92, 39/93 and 24/96), and deciding in the case of establishing the compliance with the conditions for commencement of work and implementation of activities of Junior Business Administration College in Belgrade, Minister of Education grants this
 
DECREE OF COMPLIANCE
 
I IT HAS BEEN ESTABLISHED that Junior Business Administration College in Belgrade, 27. marta no. 149 (hereinafter referred to as College) meets the conditions regarding the teaching staff to commence the work and perform the activities for the following departments:
  1. Marketing and trade;
  2. Finances and accounting;
  3. Business informatics and statistics;
  4. Management;
  5. Taxes and customs.
II IT HAS BEEN ESTABLISHED that College meets the conditions with regard to the space, equipment and teaching materials.
 
Statement of reasons
 
Minister of Education ordered Ph.D. Milorad Tankosic to establish whether the conditions for commencement of work and performance of activities of the Junior Business Administration College in Belgrade have been met.

Ph.D. Milorad Tankosic carried out the inspection of College in the attendance of Ph.D. Slobodan Komazec, College Director on 16 July 1999, and made a Report thereof.

The Report states the following:

College prepared the curriculum and submitted it to the Ministry of Education to obtain consent. By his Decree, under no. 022-05-62/99-04 dated 15 July 1999, Minister of Education gave consent for the curriculum of Junior Business Administration College in Belgrade, pursuant to Article 18 of the Junior Colleges Act.
 
  1. Having accessed the records for appointment of teachers, the above named has found out that College has full-time employed teachers for 2/3 of subjects, which is in accordance with Article 10 of the Junior Colleges Act.
  2. College has the following rooms available for performance of a teaching process:
    1. Four lecture halls,
    2. 18 classrooms,
    3. 26 teacher offices,
    4. library area,
    5. administration area.
  3. Equipment and teaching material for performance of a teaching process:
    1. PC Pentium – 40
    2. PC 486 – 14
    3. PC 386 – 5
    4. IBM 330
    5. Laser printer – 4
    6. Central printer – 14
    7. Color ink-jet – 1
    8. Overhead projector – 10
 

Taking into account the space, equipment and teaching material that will be used by College to carry out the activities, it has been concluded that College meets the conditions for commencement of the work and performance of the activities in accordance with Article 10 of the Junior Colleges Act (“Official Gazette of the Republic of Serbia” number 50/92, 39/93 and 24/96).

REMEDIAL ACT: This decree is final in the administrative procedure and an administrative dispute can be instigated against it before the Supreme Court of Serbia within 30 days of the date this decree is delivered. Complaint can be submitted directly to the Court or sent by mail.

III. Ministry of Education and Sports of the Republic of Serbia by its Decree of Compliance no. 614-02-2572/2004-04, dated 17 February 2005, established that Belgrade Business School in Belgrade, 27. marta no. 149, meets the staff, technical and spatial conditions to commence the work and perform the activities of the three-year studies of college-level education.

Based on Article 14 of the Junior Colleges Act (“Official Gazette of the Republic of Serbia” number 50/92, 39/93, 53/93, 63/93, 48/94 and 24/96) and Article 192 paragraph 1 of the General Administration Procedure Act (“Official Gazette of FRY”, number 55/96), and deciding in the case of establishing the compliance with the conditions for implementation of activities of the three-year studies of college-level education of Belgrade Business School in Belgrade, Minister of Education and Sports grants this

 
DECREE OF COMPLIANCE
 
I. IT HAS BEEN ESTABLISHED that Belgrade Business School (hereinafter referred to as School) meets the staff, spatial and technical conditions to commence the work and perform the activities of the three-year studies of college-level education for the following departments:
  1. Business informatics and E-business
  2. Management
  3. Finances, accounting and banking
  4. Marketing and trade
  5. Taxes and customs.
 

Statement of reasons

 

Minister of Education and Sports, further to the request number 022-05-178/2004-04 dated 26 August 2004, by his Decree number 614-02-2572/2004-04, dated 1 December 2004, constituted a Commission to establish whether the conditions for the commencement of work and performance of activities of the three-year studies of college-level education have been met.

On 2 December 2004, Commission carried out a direct inspection of the facts concerning the fulfillment of the staff, spatial and technical conditions of School for the commencement of work and performance of activities of the three-year studies, and made a Report thereof.

Ministry of Education and Sports by its Decree number 612-00-166/2002-04 dated 14 May 2002, approved the curriculum of Junior Business Administration College in Belgrade, which had been adopted at the conference of School faculty members held on 24 April 2002.

 
By Decision 01 number 586 dated 19 August 2004, the School faculty members established the studies curriculum by departments:
  1. Business informatics and E-business
  2. Management
  3. Finances, accounting and banking
  4. Marketing and trade
  5. Taxes and customs
This Decision was reached starting from previously made decisions on the establishment of curricula, which are:
  1. Decision on the establishment of curricula for the first year of studies (made at the School faculty conference dated 14 November 2002);
  2. Decision on the establishment of curricula for the second year of studies (made at the School faculty conference dated 8 January 2004), and
  3. Decision on the establishment of curricula for the third year of studies (made at the School faculty conference dated 19 August 2004).
 

Having examined personal files, Commission found out that School has 66 teachers and staff associates, as follows: 33 professors, 5 senior lecturers, 9 lecturers, 15 practical training teachers and 4 assistants.

Educational activity is carried out in a functional building whose total area is 11,817 square meters, comprising:

- 4 lecture halls,
- 18 classrooms,
- PC laboratory with 310 square meters of floor space,
- Computer center with 384 square meters of floor space,
- 26 teacher offices and administrative rooms, and
- Library area with 494 square meters of floor space.

Among the teaching materials and aids necessary for work, School provided: 61 pieces of 486 PCs, 3 scanners, 4 lap-tops, 15 printers, 3 video beamers and 65 pieces of IBM NetVista PCs.

 

Based on the hereinabove mentioned, it has been concluded that School meets the conditions stipulated for the accomplishment of the three-year studies of college-level education, and enacted as in the body hereof.
